If I find the other person good and in need of...

If I find the other person good and in need of something, Iíll take step to help him without me being asked, and if they find it helpful and are willing to receive, Iíll continue, otherwise Iíll stop.

I find it above sentence some what cluttery and verbose. I am also not sure if the commas are not over used. Please help me correct the above sentence.
P.S. Please correct any errors above.

Re: If I find the other person good and in need of...

It is overly wordy, certainly. I'd write:

If a good person needs something, I'll help them without being asked. If they appreciate my help, I'll carry on. If not, I'll stop.
Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.

Is the article "a" needed? Or a must?

Could you also please tell me a situation where the usage of the article is not needed?
P.S. Please correct any errors above.
