    Is this an adjective clause or a noun clause? It is so confusing to identify it.

    a noun. Here "thing" is a noun.

    Can we rewrite as follow:
    The only thing that he interacts with is his computer!

    that he interacts with is a noun clause that describes thing.

    Yes, you can.
    The part 'that he interacts with' is an adjective/adjectival clause, because it modifies a noun ー 'thing' in your example.
