    "‘financial difficulties impelled him to take desperate measures."

    "Desperate measures" are risky actions. Being that this is the result of financial difficulties, the measures could be anything from robbing a bank or store, fraud such as passing a bad cheque or even murder.
    Experience is recognizing a mistake the second time you make it.
