    Even with the correct verb form "meets", it's not a complete sentence. You need to either add some more information at the end or use an ellipsis to show that it's not finished.
    Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.

    I agree that only "meets" is correct and that this is a sentence fragment.

    If you want to use "meet," you should use this alternate construction:

    "When a British wizard and an American wizard meet, a battle of idioms invariably ensues."
