Thomas suggested to Jerry that he should leave.

    1) Thomas suggested to Jerry that he should leave.

    2) My friend suggested to me that I should go there.

    3) He suggested to her not to go out.

    4) Carter suggested me to buy a car. (I think this one is incorrect. It should be "Carter suggested me that I should buy a car" or "Carter suggested to me that I should buy a car". Am I correct?)

If we are using "to" after "suggest" than it should be before the "object" of the sentence. Am I correct?

Please click on Edit Post and change the unnecessary upper case letters in your final line to lower case. You don't have to capitalise something just because it's inside quotation marks. You do need to capitalise complete sentences and proper nouns inside quotation marks. I know we've told you this before.
Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.

    2) My friend suggested to me that I should go there. It's OK but it's better without "should".

    3) He suggested to her not to go out. It's just about grammatically correct but "He suggested to her that she not go out" is more natural.

    4) Carter suggested me to buy a car.
I think this one is incorrect. It should be "Carter suggested me that I should buy a car" or "Carter suggested to me that I should buy a car".Like #2, it's better without "should".

Am I correct? You are right that the original was wrong but so was your first revision. "suggested me" is never right.

If we are using "to" after "suggest" than then it should be before the "object" of the sentence. Am I correct? It should be before the object of the verb "suggest", yes.
    See above.

Okay so should it be followed by subjunctives? For example:

    1) Carter suggests to John that John go there.

    2) He suggested that we go to the movies.

    3) He suggested that I appologise.

    Are these sentences correct?

They are correct in American English. I think most British English speakers would not use the subjunctive.

But EMS suggested subjunctives in post 4.

Do we say "He suggested something" or "I did this because it was suggested by him" or "He suggested doing that that is why we did that"?

That's true, and EMS is British. However, most British English speakers are not EMS.
