    come by so much money

    In a grammar exercise, this question sounds weird:

    - How did Steve come by/come across/come over so much money since his pay is low.

    I have never come across a phrasal verb of come + preposition in such a context.

    I don't know what is the answer.

    That should end with a question mark. Where did you find it?
    I would use "come to have" in that sentence.

    Come by - get to have/become the owner of
    Come across - find accidentally
    Come over - go to/visit (or slang for ejaculate upon)

    Police officer: How did you come by that diamond necklace?
    John: I came across it in the park.
    Police officer: Why were you in the park?
    John: My girlfriend had asked me to come over and I always walk across the park to get to her place.
    Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.

    It's a grammar exercise that I was doing. Yes, it was my mistake for forgetting the question mark.
