    Is the following sentence grammatical?

    'There is no intolerance in Israel. Who is Palestine to interfere in Israel's matter.'

    Can I use 'who' in the context to refer a country?

    Yes, but you need 'affairs' or 'business' instead of 'matter' and a question mark at the end.
