    the whole city love(s)

    Hi,

    ''The whole city love(s) you.''

I know that 'loves' is acceptable but when we think the people of that city, can we say, 'the whole city love you.'?

    Thanks.

    No, use the singular 'loves'.

All the people are performing the same action, so treat it as singular.
