    It means that the treatment was harsh, but nevertheless, it was just. It was consistent with justice.
    You might need to look up 'just'. It's not the more common meaning of 'just'.

    What definitions have you found for "just" (as an adjective)?
    Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.

    No. "Justice" is a noun. "Just" is an adjective. Did you actually look it up in a dictionary?
