I think 'is' should be omitted because 'what we call cyber relationships' is a noun clause.
    I am not a teacher.

But why do we use the following sentences?
What I like about this film is its ending.
What I like about her is her beauty.
What I want to say is that ...

What we call is cyber relationships.
The thing that we call is cyber relationships.

I think they are wrong. I would say 'We call them cyber relationships'.
What we call cyber relationships is common nowadays.

What is the main verb of these examples? What is the main verb of your sentence?

    1. What we call is cyber relationships.
    2. What we recommend is cyber relationships.

1 does not work, but 2 does. Do you know why?
    I am not a teacher.

Re: what we call cyber relationships.

Thanks Mattew. What a good question!
That is exactly what makes me confused. However, I was thinking about my sectences and I have discoved a way for understanding.
    1. What we call is cyber relationships.
Here the pattern of main verb "call" is :
    Call somebody/something something

    2. What we recommend is cyber relationships.
Here, the pattern of the verb "recommend" is like:
    Recommend something to somebody

That's why my sectence is considered wrong.
I thought we have one fixed pattern to create noun clauses. However, I understand that it is verbs and their patterns within sentences that really matter.

    I hope I am right.

    Are following correct?

What name you are going to call baby is amazing.
What you call him is offensive.
What we call cyber relationships is the same as online relationships.
