    You can but it uses a lot of words to say very little.

    "It became clear that little had changed" says the same thing and is less verbose. The chances are that your listener/reader is already aware of what situation you are referring to.
    Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.

    All in all and overall are basically saying the same thing, so removing one would help.
