The Center is located at five sites in Honolulu.

The Center is located at five sites in Honolulu.
I found this on the Internet. I am confused why this uses singular form "the center is" regardless of "five sites".
    Is this sentence grammatically correct?

The capitalization tells us that the sentence is about an entity with a name like The English Center. The verb is in the singular because the subject - the Center - is singular.

For a similar case, think of something like The Red Cross has offices in countries all over the world.

I share your confusion. I would classify the excuses posted so far as weak. It is bad English in my opinion.

The page is about the Pacific Islands Fisheries Center, which is, as shown on the page, located at five sites in the city of Honolulu. I guess it would be better to say The Center has facilities at five sites though.
