    within the framework of something

    I wonder if I used the expression correctly in this sentence:

    Every child received free coursebooks within the framework of the ruling about free of charge education.
    Are there any good expressions meaning more or less the same thing that could replace the phrase in question?

    Try using "according to" instead of "within the framework of", and consider using "free" instead of "free of charge" in the above.
