    "were" or "have been"

Hi there, suppose my friend has promised me that he will meet me at my home at 7:00 P.M but he reaches a few hours later. After he reaches my home can I say to him "Peter, I have been waiting for you for a long time. where have you been/were you?"?

I think "have been" should be used but if I use "were", will that be wrong?

If there is anything ungrammatical in my sentence, please correct it.

    Both are possible.
