    I had a lot of financial commitments.

    Does the sentence below mean "He have to pay a lot of loan every month, for example"?

    Yes, but repaying loans is just one example, as you said. It might not include loan repayments. It could just be mortgage/rent, household bills etc.
    Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.
