    not sure if 'the' needed

    "The parties will discuss a broad range of issues of bilateral cooperation in political, security and investment sectors."
    Would there need to be 'the' as in "...in the political, security, and investment sectors."?

    No. Using one wouldn't be wrong but it's not necessary, in my opinion.
    Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.

    I prefer it with the definite article.
