    Can I say these in English?
    It's been a good 25 years.
    A good 25 years have passed.

    I think the first is a complete sentence: It has been a good twenty-five years doesn't necessarily need since 1992 or whatever.

    I'm not crazy about the second sentence but it's grammatical.

    Please note that in the use I'm familiar with, it means "at least."
    "A good 20, 25 years" means "At least 20 or maybe even more than 25 years."

    How long did you live in Maine? Oh let's see now - a good 14, 15 years, I'd say.

    If you want to say that the time period has been pleasant, the intonation is different. "It's been a GOOD 25 years with Acme Products, but I'm looking forward to retirement."

    A: We lived in Maine 15 years.
    B: Yes, but they were a GOOD 15 years, weren't they?
    I'm not a teacher, but I write for a living. Please don't ask me about 2nd conditionals, but I'm a safe bet for what reads well in (American) English.

    It is a sentence in American English. You're right, it's most likely the answer to a question.
    I'm not a teacher. I speak American English. I've tutored writing at the University of Southern Maine and have done a good deal of copy editing and writing, occasionally for publication.
