    Neither one is correct. I'm not quite sure what you're trying to say. Perhaps you mean "If there is one certain thing, it is this ...". That would then have to be followed by whatever the certain thing is.
    Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.
