    what's the ingredients

    1) what's the ingredients for this dish?
    2) what are the ingredients for this dish?

We normally would choose the second sentence as the right one. But I do hear many time native English say the first sentence?
Is the first one just colloquially acceptable?

    Why didn't you capitalise 1 and 2?

    #1 is only acceptable colloquially.

But I do hear many time native English often hear native English-speakers say the first sentence. [It's not a question]
