    It has the simple meaning of doing something to become cooler - let's sit in the shade to cool off. It is also used in other situations where people become over-heated. In the UK we use the phrase cooling-off period to describe a period where the parties to a negotiation (such as employers and employees) have reached a position where everyone is getting very angry and they decide to calm down.
