Perhaps, the speaker means "You are mistaken" or "It was never the case."

It does mean 'You are mistaken there (in saying/believing that)'.
Maybe the phrase connotes an excessive tone like "you are terribly mistaken?" I want to grasp the nuance to put the equivalent Armenian idiomatic phrase.
