    pitifully starved

    Hi, i have a question about the meaning of this sentence, I have to be sure that this is correct:
    "The government wants to overhaul the nation's roads, which have been pitifully staved of investment"

    This mean: The governement wnats to restore the roads but there is a bad lack of investment.

    IS this correct? thanks a lot.

    Yes, little has been invested in this part of the infrastructure.
