    Red face sentences from CNN news transcript

    1.And then the Prime Minister Netanyahu saying quote,"We will try again. Next time it will be better." A sign perhaps of government involvement going forward quote,"I'm seriously considering investing now in the space program."
    If "quote" is a noun here, then what's the verb that sends it? going forward? I don't think it's transitive?
    What's more, why don't they add an article "a" in front of "quote"?

    2.Plenty of people watching live including school kids at the president`s home and those behind the project not letting the less than soft landing put them off.
    Why isn't there a being verb in front of "watching" and "not letting",is it grammatically correct?

    3.Tom is as efficient a worker as his brother.
    Tom is a worker as efficient as his brother.
    Which one is correct?

    In spoken language, and this is a transcript of spoken language, the word quote indicates that what follows is directly quoted words. The end of the quoted section is sometimes marked with the word unquote. The two words are therefore the spoken equivalent of quotation marks in writing.
