    Hello:

    reaches [plural]
    a : the parts of an area that are a long way from the center

    If I say “the southern reaches of the U.S.”, does it only include East Cape( part of Florida) or does it include the whole Florida? Is “reaches” an area or a point/border?

    I think people would interpret that you're referring to the most southerly parts of the US, whatever that means to them.

    Florida is not the only southern part of the US, by the way. What would first come to my mind would be the Mexico-US borderlands.

    No.

    the reaches is a vague word. There is no specific, technical meaning. It means whatever the speaker/listener thinks it means. It is used basically to refer to those areas that are considered to be distant in some way from a centre point of a region. The outermost parts.
