    No, it's not. You might be thinking that the author made a mistake and used "an" because of the "A" in front of the dollar sign, but that's not the reason for the "an". Reading out that number, we get: "eighty-two billion dollar road infrastructure plan".
    Can you now see why the "an" is needed?
