    This is all very funny.

Context: You're thinking about stuff that happened today, you suddenly start laughing and you comment:
-'Come to think of it, all this is very funny.'
-'Come to think of it, this is all very funny.'

    Are both forms correct?
    Not a teacher.

Note my addition of a word above. Is this another situation in which you're just talking to yourself out loud? If the "stuff" has already happened but is no longer going on, I'd use "... that was all very funny".

"Come to think of it" doesn't really work. It's normally used to add extra information to something that's already been said.
Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.

    That's a comma splice error.

It seems from this and other posts that you may not be clear on the usage difference between this and that, which is unfortunate for a writer of your greatness.
