It is not with us as with other men

Yet when the Mayflower sailed back to England in the spring, not a single one of the courageous band of Separatists left. As one of them wrote, “It is not with us as with other men, whom small things can discourage.”

From “The American Pageant” by Thomas A. Bailey

I researched “It is not with us as with other men” and found the same pattern in Sonnet XXI.

So is it not with me as with that Muse,
Stirred by a painted beauty to his verse,

Does it simply mean we were not like other men? Is this pattern still being used today (it is not with……as with……)?
I am a fleeting visitor on this fragile Earth.
