Is the use of "top" or "up to" correct here? If I'm not wrong, 'up to' and 'top' indicates the top limit.

Wouldn't it be wrong to use both at the same time?

No.

The top speed of some cockroaches is less than 50 body-lengths per second.
The top speed of the fastest cockroach recorded is 50 body-lengths per second.

So, the original sentence seems OK to me.

I agree- they can't all hit this speed. They are fast, but only some hit the roach Usain Bolt speeds.

This means same to me as your explanation.

Fine. The 'top' in the original is not essential. All I said in post #2 was that it seemed OK. One could argue that to use both top and up to

is not the finest style, but it's not incorrect. It would be incorrect to say Cockroach XY 3779 can run at a top speed of up to 50 body-lengths a second.
