I agree with you:

1- I bought a camera at the price/cost of 20000 rupees.
2- I bought a camera for 20000 rupees.
3- I bought a camera in just 20000 rupees.
I have heard 'in xyz rupees' but using 'in' doesn't sound correct to me. Also I have doubts about 'at the price/cost' being incorrect. I have heard and read 'for xyz rupees' which, to me, sounds correct. What's the difference, If they are all correct to use?
I agree with you:
#1 acceptable
#2 best
#3 incorrect
Only #2 is both correct and natural. I'd have a comma in 20,000.

They apparently did.
No. It means that they are not native speaker of American, Australian, British, Canadian, Irish or New Zealand English.Suppose someone says 'Now you can buy it in just 5,000 rupees'. Does it mean that the price of the certain thing is now within or below 5,000 rupees?
Try:
