    Grammar

    "RESOLVED THAT consent be and is hereby accorded to execute a Memorandum of Understanding and Lease Agreement with (Name of company) a partnership firm having its office at ....... on the terms and conditions as per the drafts placed before the Board."

    I have problem with the underline part - what is the grammar behind it. Particularly with words "consent" and "be". How can we know that we have to use word "be"

    Second - I think "It is" has been omitted before "RESOLVED THAT"

    The 'it is' could come earlier in the document- is this part of a list?
    It's the present subjunctive- legal language follows specialised rules and fixed patterns.

    You'd really need to study law, but there are some books for students. There one called 'English for Law' that is a good textbook.
