    Climbing all over themselves?

    Greetings, I had troubling understanding "Climbing all over themselves", I'd really appreciated it if some native speaker could help to explain, thank you in advance!
    I looked that up in your idiom dictionary and the Internet, but still couldn't find a clue.

    Here are the two sentences I encountered.
    The first is from "the good fight", the other is from an online article.
    =============================

    (1)What's going on, Renee? - What do you mean? - I've been to three firms today.
    A month ago, they would've been climbing all over themselves.
    - Uh it's a tough time, Diane.
    No, it's not. That's bullshit.



    (2) 3 reasons Democrats are climbing all over themselves to tax the rich (the Title of the Article)
    The push to take more from the wealthy is becoming a defining feature of the early presidential contest. (the subtile)

    I bet this would be easier to understand if I put it better than the common usage you found: 'Climbing over each other to...'

    Each individual is trying to get some advantage by any way possible, even to the point of forcing a way past others.
