    In the Short story, The Sign of the Broken Sword, comes this sentence:

    Flambeau looked about him in the moonlight, as a man struck blind might look in the sun; and his friend went on, for the first time with eagerness:

    Let me give you a hint about the situation: we have here Flambeau and Father Brown, solving the mystery of the death of General St Claire in a battle in Brazil. Actually, it seems that Father Brown has some hidden secrets, which Flambeau is shocked to hear.

    As for my question, I wonder what is meant by "look about". Is it that Flambeau is staring at Father Brown?

    No, the point of "look about" is that he did not look in just one direction. Modern English would use "He looked around" or "He looked around him".
