    1) It covers people between age 18 to 39 years of age.

    2) It covers people aged between 18 to 39 years of age.

    3) It covers people aged 18 through 39 years of age.

    Are my sentences correct?

    I think it is simpler to say "people aged 18-38". "Between 18 and 38" implies people aged exactly 18 and 38 are not included.
    I think it is "18 through to 39".
    I am not a teacher or a native speaker.

    Unless this is a sentence all by itself (which is not the way the real world works), you can more than likely dispense with the word age Example: "It covers people from 18 to 39. If there is any doubt, of course, use the word.

    Be aware that 18 through 39 is typically American English usage. In British English we say from 18 to 39.
