    I do not understand the meaning of the bolded sentence

    The entire noun phrase is the fatty waste you toss to the dogs. it's leftovers you either throw in the garbage or toss to the dogs.

    In our view of medieval feasts, dogs would sit around and people would throw them the bones and bits that they didn't want to eat. The idea is that the person is the bit the guests at the feast think is fit for the dogs begging under the table. It seems to fit here.
