Negative criticism can have the effect that the people criticized feel attacked by it

"Negative criticism can have the effect that the people criticized feel attacked or insulted by it, so that they either do not take it seriously, or react badly to it." source

Do you find the use of 'that-clause' to be correct?

You can omit "that" in that sentence, but it is not terrible with it.

If I changed the following sentence 'she wrote a letter to the effect that she doesn't want to return her village' to 'she wrote a letter that has the effect that she doesn't want to return her village.', would it be correct?

    Both that-clauses are correct.

You can't omit either of the thats.

I'm guessing that what you mean is that she wrote a letter saying she doesn't want to return to her village. Am I right?

Thanks for corrections. I didn't realise I forget to add 'to's as my first example was 'return home' before changing.

Wouldn't 'In the sense' be better than 'saying'?

I was a bit suprised when I came across this sentence as I was told 'effect' can't be used with that-clause. Previous post

How could the original sentence have been better when I had to figure out what you meant?
