You can't send someone something "by today"! The time period has to refer to when you're going to send it, not when they're going to receive it.
I sent the sample yesterday. You should get it sometime today.
I will send the sample sometime/later today. You should get it tomorrow/Saturday (or whenever).
Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.
Perhaps:
I will send you the sample today. You should get it tomorrow or the next day.
