I would say:

The drummer keeps the beat.

It is not, I think, a special talent to be able to move our arms and legs separately. We do it all the time. What about, for example, driving a car?

For "beat speed issue", I think if the drummer gets behind the designated beat speed of the score, the performance will be ruined.
So he or she has to keep the speed well.

I thought we had covered that. The ability to move your arms and separately is not a special talent.

Drummers practice. Everybody practices. That's not special either. It's just something you do to be sure you get it right.

The drummer keeps the beat, or tempo

Are there some people who don't have to practice? (I don't think so.)
