    swept away the whole town/all the towns

    Japan was a country well prepared for earthquakes. Many buildings were built to endure huge vibration, but the earthquake came/happened with tsunami, which swept away the whole town/all the towns and even very important facilities like nuclear power plants.
    The nuclear facility wasn't built to be safe from flooding as we expected. It shut down easily and exploded. Fukushima Daiich Nuclear Power Plant produced much radioactive dust, and contaminated wide areas.

    Can you say "a tsunami swept away all of the whole towns"? I mean, all the town were swept away and each town was swept away completely.
    How can you briefly say it?
