Are the following sentences correct and natural?

Tom was writing his report to his boss, when the phone rang, he couldn't continue to write it.

Omit the first comma.
The second comma should be a full-stop.
Wouldn't "stop" (doing something) be better than "could not continue" (to do something)?

Was he distracted? Couldn't he continue after the phone call?
