A ballast in times of volatility

    Hi teachers

I believe that the word ‘ballast’ should be uncountable. But why it is used as a countable noun in the following article’s headline:

Asian dividends: A ballast in times of volatility

I imagine it is because the dividends are one source of security- there could be others.

Mind you, I wouldn't use it in the plural.
