    The key to figuring out that sentence is the meaning of the verb "have", which is acting as a causative verb.
    It's very insightful! I completely missed this meaning.

    Thus, "have" here means to make/cause/arrange for someone to do (or be doing) something.
    The second example is clearly causative but I can't see how the first can be. It seems only possessive to me.

    The person is directing them in some way.
