Is it correct to say this?

Technology can both hinder and facilitate healthy communication with others. Sometimes, addiction to electronic devices prevents us from connecting with our loved ones. On the other hand, technology allows to get in touch with those who live far away from us.

The sentence is grammatically correct as written. I suggest, however, that you switch hinder and facilitate. We generally assume that technology is a good thing, and we typically mention the good before the bad. Think of the often-used, 'I've got good news and bad news...'

If, however, the thing mentioned is more associated with negative emotions, then listing the bad first would be better: The snowstorm both hindered and facilitated my commute (there were fewer cars on the road).

Yes, but using addiction is not balanced.
