    At the high level

    Does the following sentence make sense?


    At the high level, here is what we plan to achieve in next six months:

    1....
    2...

    I try to express the following points(1,2,...) are just general objectives, not very detailed or specifically defined.

    I googled "At the high level", but can't find any sentence using "at the high level".

    I think you're close to the answer. Look at the text I've highlighted in blue. What can mean that?
    Note also that you can use "say" instead of "convey the idea".
