[Grammar] Can I use 'when clause' as a cleft sentence?

Is it grammatically correct if I emphasie 'when clause' as a cleft sentence in the following sentence? It is when the doctor makes a mistake that the patient suffers.

Mind you, I am not sure how much emphasis this provides over when a doctor makes a mistake.
