    'To affect' means to cause a change in something; or cause an 'effect' upon it.

    'To effect' means to bring something about.

    In your context, the correct verb would be 'effected', meaning: "The payment of USD 10.00 has been MADE."

    Thanks,

    I want to be more precise. What I am trying to say to another party is that ... so due has already been settled. (transaction has has already taken place)
