Need help with a sentence. deployed to provide/deployed to providing.

Hello,

Which form is correct please: 1/What are the measures deployed to providing relevant training? 2/What are the measures deployed to provide relevant training?
Could you please provide a link/ressource for me to understand the rule of using to+ing; it`s giving me a headache each time.

I don't understand the sentences, but they both appear to be perfectly grammatical.

As for rules, I am doing my darndest to unlearn all the rules.

I would prefer, "What are the measures being deployed to provide relevant training?".

The first sentence would be grammatical if you changed to to for. Otherwise, they're both fine.

But "What measures are deployed to provide training . . . ." would be clearer. (Why is relevant relevant? Do they also provide irrelevant training? Avoid unnecessary adjectives.)

And is there anything wrong with just saying "How do you train . . . ."?

(I don't understand the line, either.

Perhaps:

What are you doing to provide training?

Or:

What are you doing to train people?

(I wouldn't use either deploy or relevant.)
