    thank you for help

(Adjusting for the economic cycle, fiscal policy has been much tighter in the euro area than in America or Britain.)
    What does "adjusting for" mean?

If you adjust for something, you calculate things differently. The different countries could be at different stages of the economic cycle, so a direct comparison that doesn't include this factor could lead to a distorted result.
