What were you doing last week? I <have?> started......

What were you doing last week?
    Can I answer:

I have started written out words from Oxford 5000 which I don't know.
    ?

    I wonder because:
    - I am still doing it so the present perfect
    - but I started it last week so the past simple

The natural response to that question is "I started writing out ..."

So the past simple because of "last week" in the question yes?

Yes, if your verb is 'start'.
