Can the phrase a "rotten-tail building" be understood by native speakers?

The contruction workers demanded a fair return for their hard work. But the boss, who promised to meet the demand yet already delayed paying the workers wages for almost a year(totalling $10 million US), ran away secretly with the money.That is why you see the building stands there stupidly, unfinished. In China, people call such a building as a "rotten-tail building".

I don't think there is no such term for a building in English (I am in the building line). You could call it a uncompleted/abandoned building/project or an eyesore.

Did the builder/contractor delay paying the workers their wages or did not pay them at all and absconded with the money?
"Stupidly" is an adverb, not an adjective.

I don't think there is no such term for a building in English (I am in the building line). You could call it a uncompleted/abandoned building/project or an eyesore.

Did the builder/contractor delay paying the workers their wages or did not pay them at all and absconded with the money?
"Stupidly" is an adverb, not an adjective.


The boss offered the workers free meals and had paid them 9 month wages.

The word "s*" is used exactly as an adverb there to modify "stand".

Then it should be written "stands there stupidly (no comma) unfinished or "stands there stupidly and unfinished,"
