    I don't think that's what he meant. He says:

    American ballots are extremely complicated compared to other countries'. We can have dozens of candidates and issues to vote on in any given election.

    Correctly completing a mail-in ballot requires following rules that don't apply when voting in person. You have to follow the instructions exactly; if you screw up and get something wrong, your ballot won't be counted. I imagine that's what the author is concerned about.

    Do you mean you think the writer was insincere? You really should see how difficult it is to correctly fill in and mail an American absentee ballot.
